             What is accessibility and what is web accessibility?

Accessibility refers to the practice of designing products, environments, services, or systems in a way that they are usable by as many people as possible, regardless of their physical or cognitive abilities. In other words, it involves removing barriers that may hinder or prevent access to information, products, or services, allowing all people, including those with disabilities, to fully participate in society.

Web accessibility, on the other hand, specifically focuses on making websites and online applications accessible to all users, including those with visual, auditory, motor, or cognitive disabilities. This involves using design and development practices that enable users to effectively navigate, understand, and interact with web content, regardless of their abilities or the device they use to access the Internet.

The website of the Inclusive Risk Management and Disability Network of Latin America and the Caribbean (GIRDD LAC) aims to facilitate universal access to all information available on it for all users, regardless of their condition. To achieve this, the IT systems apply principles and guidelines from the International Standard ISO/IEC 40500:2012 – W3C Web Content Accessibility Guidelines (WCAG 2.0).

The site is built on the Drupal web platform, using technologies such as PHP, as well as HTML, CSS, and JavaScript to provide an optimal experience in terms of functionality and design.

Exceptions to Web Accessibility

Being a transactional portal, it requires the use of web components for entering and reading information; these components are libraries created by external providers. Therefore, their web accessibility depends on the compliance that these providers have incorporated into their construction. An analysis of keyboard access and automated tools has identified that the following components have not been able to meet all AA accessibility guidelines: Calendar, Carousel, Data tables, Contextual menu, Menu panel.

Therefore, the pages that use these components do not comply with AA accessibility. However, it is important to emphasize that the institution continues to work to improve and offer citizens a transactional portal that adheres to the accessibility guidelines of the International Standard ISO/IEC 40500:2012.

The aspects considered for the construction of the IT systems are:

The content can be interpreted by assistive technologies such as screen readers; that is, the site is compatible with assistive technology tools used by people with disabilities.

Separate content from presentation using style sheets (CSS) and external files to the HTML or XHTML document.

Structure and label the content of the pages correctly.

Use HTML tags respecting their semantics.

Use tables to display data, not for page layout.

 

Create an adaptive design (responsive web design) so that it adapts to any device and any screen resolution.

Use meaningful text in links, icons and buttons.

Comply with contrast levels.

Do not use frames (frames/iframes).

Access to all content and functionality via the keyboard.

Images that convey relevant information have equivalent alternative texts.

The videos included have subtitles, audio, image and sign language interpretation.

The structure of the site and its heading levels are understandable and predictable.

The site is compatible with technologies used by users, such as versions and types of web browsers (Google Chrome, Firefox, Safari, Edge).
